You think it would give you the option to move others to a different circle.

Start by updating your profile and adding people to your circles. It can be a little hard to navigate at first but I got used to it pretty quickly.

I'm also in Google plus. The more time I spend with it the more I seem to prefer it over Facebook.

That graph is kinda misleading, PK. Not to take away from the great achievement Google has accomplished, but it is definitely an easier road for them than facebook or twitter. Had google taken the leap into social networking first, who's to say it wouldn't have taken them just as long? Just playing devil's advocate. I do, however, enjoy google+ more than facebook.
